SPOILER WARNING FOR LATER IN THE GAME
To fix the Skope server error in Dead Island 2, you'll need to reach a later quest called 'The Search For Truth', where you will end up turning the Skopes back on by resetting the servers in the Ocean Avenue store. This will allow you to interact with the Skopes and speak to them.
They don't serve any further purpose beyond this, though, with your character saying the Skope AI's name whenever you look at one and press the button prompt.

In Dead Island 2, Skope is essentially a smart speaker, similar to an Alexa or Google Nest device, but due to the servers being down, no one can access and use them. However, it doesn't remain like that.
You'll likely see the Dead Island 2 Skope Server Offline message early in the game when exploring the Bel-Air region. One can be found within the display room of Curtis's house after finishing 'The Death of the Party' side quest and gaining his house keys.
