Neutral element is the main form of resource needed to craft new "shapes" of weapons, and apply traits. Neutral element Destiny 2 is relatively easy to earn once you settle into The Witch Queen campaign. You'll begin to stack up on weapons that are noted with a red border in your inventory screen. This means you have to build up your attunement, which is done simply by taking out enemies with that weapon.

Once you have filled your attunement you will be able to claim the resonant materials that lay within. You have a choice for some rarer materials, but whatever choice you make you will net yourself 200 neutral element. Most basic traits will cost you 75, so once you have filled the attunement metre for your weapons, you should have a decent supply of the materials.
