Diablo 4 has a number of Unique items that can be used for classes, and the Crown of Lucion is among the best, especially for those who specialise in Resource-based abilities.
Crown of Lucion stats
The Crown of Lucion is an Ancestral Unique Helm item. All the stats highlighted for it are based on the maximum item level.
Effect:

Each time you use a Skill with a Resource Cost, gain [5-15]% increased damage and Resource Cost is increased by 30% for 4 seconds, stacking up to 5 times

How to get the Crown of Lucion
Ancestral gear is only available on World Tier 4 (Torment 4 in patch 2.0), so you won't have a chance to earn the Crown of Lucion until you're at the highest difficulty in the game.
While it can technically drop any enemy or chest, it's highly unlikely to happen. Your best bet is to take part in Nightmare Dungeons, World Bosses, or Infernal Hordes. The latter currently has the best drop chance, as there are no Uber bosses that specifically drop this item.
