From our research, the only source that drops the Flickerstep boots is Duriel, one of the toughest World Bosses in Diablo 4 Season 2. This can be construed as good or bad news; on one hand, it simplifies matters by knowing exactly what you need to do to get the item.

On the other hand, you will likely have to take down one of the strongest boss fights in the game multiple times to get it. This is by no means impossible, but it does mean you will likely need a strong endgame build to do so.

The Unique effect of the Flickerstep boots reads; "Each enemy you evade though reduces the cooldown of your ultimate ability by (2-4) seconds, up to 10 seconds".

To clarify, that 10-second maximum is not per cooldown, 10 seconds is the most you can reduce your cooldown by in a single evade. With multiple evades, you can take up to 10, 20, or 30 seconds off your cooldown in no time.

Helpful then is the other ability Flickerstep boots grant, which has attacks landed reduce your evade cooldown, meaning more evades, meaning quicker ultimate cooldowns. This is an incredible Unique for any build that makes strong use of an ultimate ability. With the right setup, the Flickerstep boots can have you firing off ultimates every five seconds.
