Most of the X-13 quest is linear, but there will be some minor differences depending on past choices. If during the Dying Light 2 kill or save Hakon choice, you choose the former, he will not appear in the final mission, but the latter will ensure he shows up to help. If you follow the Juan route during the story by selecting him in the Dying Light 2 Jack Matt, Juan, or Frank decision, then Hakon will appear to ambush you in the X-13 facility, before changing his mind which results in yourself and Lawan helping him.
Throughout the mission, you have to make your way through the X-13 facility, fighting Renegades under Waltz command and the occasional group of infected. If you let Lawan destroy the bombs, you will try to escape from the facility with your sister as Waltz dies. You make it in time, and if Hakon is still alive in your playthrough - either by sparing him during the Dying Light 2 kill or spare Hakon choice, or siding with Juan in Broadcast - then he will help her escape in time. The city is saved, and the Survivors, Peacekeepers, or Juan will rule over it depending on your choice during the Dying Light 2 Jack Matt, Juan, or Frank, during the Broadcast quest.
