Unfortunately, at least at the start of FIFA 23, Pro Clubs is not cross platform. It arrived as quite a shock to fans of the game mode as it is essentially the only mode that doesn't have the feature, and is the place where crossplay would almost be most appreciated.
That means that you won't be able to build a squad with your friends if you all have different platforms, despite crossplay existing in other popular modes like Ultimate Team and Kick Off.
The reason EA have given for the omission is that there is added complexity in configuring multiple players from different platforms on the same team, and they want to make sure that it is as good as it can be before pushing it out.

While FIFA 23 Pro Clubs does not have cross platform capabilities at launch, there is some belief that the feature will be coming within the same game cycle.
Nothing has been officially confirmed by EA, but the reasons that they've detailed about why cross platform isn't available at launch for Pro Clubs seem to indicate that it is just issues that need ironed out, and it is in a state close to being ready.
