The first thing you need to do is add a Basculin to your team. Basculin is a fairly common Pokemon in bodies of water. Your best bet is to go to the Cobalt Coastlands and head out into the bay. Out among the islands, you can find Basculin swimming in the water.
Catching Pokemon while they are in the water can be difficult. If you are having trouble nailing Basculin with a Pokeball, it might be best to battle it. Either way, get Basculin in your team.

How To Evolve Basculin In Pokemon Legends Arceus: How To Evolve
Basculin is another Pokemon with very specific requirements to achieve evolution. There are conflicting reports online as to the exact process, but we have tested it and found our own conclusion. What is certainly true, is that you must have your Basculin cause itself recoil damage in order to have it evolve.
Basculin naturally learns two moves with recoil damage, Wave Crash and Double-Edge. As such, your first objective is to head out and use these moves in battle as much as possible. This is where information is conflicted, as other sources have reported different amounts of damage being required to trigger evolution.
The consensus seems to be around 300, but I had my Basculin cause itself around 700 damage before it evolved. Unsure if it was a coincidence, but the evolution became available as Basculin levelled up to level 44. If your Basculin is below that level and is not evolving after lots of recoil damage, you might need to level it up first.
