Like in past mainline games, all you need to do to evolve Weepinbell into Victreebell in The Teal Mask is use a Leaf Stone in Pokemon Scarlet & Violet. If you've already played enough of the base game to complete the campaign, you'll likely already have at least one Leaf Stone in your inventory.

Otherwise, you can quickly buy a Leaf Stone in Pokemon Scarlet & Violet in the Delibird Presents shops at the following locations:

  • Cascarrafa
  • Levincia
  • Mesagoza

Leaf Stones in Pokemon Scarlet & Violet are relatively cheap at just 3000 Pokedollars each, but keep in mind you'll need to have at least three gym badges to have them unlocked in the shop's inventory. 

Once you find the Leaf Stone in your inventory, select the "Use" option, select Weepinbell, and a new Victreebell will be yours.
