Authority is one of the three major Capacities in Victoria 3, which are measures of your country's overall capabilities. The Authority Capacity is used to make internal changes to your country, such as issuing decrees, managing interest groups, and collecting consumption taxes on goods.
You'll always begin with a base value of Authority, but the main way to increase it is through enacting specific laws, which reward you with a flat Authority increase or percentage increase. Generally, laws that increase the liberties of your population, such as wider distributions of voting power, will lower your Authority output, so it's worth keeping a good balance until you can get lots of Authority from other sources.
