During the early portion of the game, a bear is one of the biggest threats due to its ferocity, damage output, and how much damage it can shake off itself. If you encounter a bear in the early game, your best chances of killing it are with sheer numbers, so you should gather all the citizens, and any combat units like hunters or guards together. The key is to overwhelm it, and while a few of your citizens will certainly die during the skirmish, the rest of them will be able to safely deal with it and get rid of the threat before it becomes a bigger problem.
