How to fix when custom loadouts are locked in MW2

Is your Modern Warfare 2 custom loadout locked, despite unlocking it already? Modern Warfare 2 has some issues that you would expect with any recently released game. Custom loadouts are locked from the start, and must be earned, but some players have had their custom loadouts taken away from them. Here is everything we know about the Modern Warfare 2 custom loadout locked issue.
How to fix it
There are a couple of things you can do to alleviate this issue. The first thing you should do is restart the game. This gives the game a chance to reload everything and oftentimes this will solve the problem. If this doesn't work, another thing you can try is playing some more of the game. You unlock things by levelling up, and some players have reported that levelling up past level five when the game bugs out has fixed the issue and reinstated their custom loadout privileges.
If these steps do nothing to help you, which we're confident they will, unfortunately there seems like there is little to do but wait for an update. This bug is one of a few prevalent issues in the game, ones that Infinity Ward is sure to patch out in short order.

What is the issue
When you first start playing Modern Warfare 2, like just about any Call of Duty game, you will start out with just some pre-built loadouts available to you. It is traditional in these for the player to unlock custom loadouts a few levels in, allowing new players to get the swing of the game before giving them the freedom to customise their arsenal.
In Modern Warfare 2, you must reach level five before you will be able to create custom loadouts. This means you must use the set loadouts until level five, which isn't a huge amount of time. It should only take a handful of games before you will be able to put together your own custom loadouts.
However, it seems that for some players, they have reached level five, and have not gotten access to custom loadouts. It would seem there is a bug that is affecting some players that is preventing them from accessing their custom loadouts.
