Is Hanzo Hasashi Scorpion in Mortal Kombat 1?
Hanzo Hasashi is not Scorpion in Mortal Kombat 1, as that name has been given to Kuai Liang. Fans of the previous MK games will know Kuai Liang as the second Sub-Zero, the brother of the original Sub-Zero Bi Han, who was corrupted and turned into Noob Saibot.
In this new timeline, Bi Han and Kuai Liang are still brothers, and still members of the Lin Kuei clan. However, this Kuai Liang has the fiery powers of Scorpion, hence his adoption of the name. It seems he has even married the same woman that Hasashi did in the original timeline.
This is where the similarities between the two stop, however, as Kuai Liang is not a vengeful spirit, he was not killed nor resurrected by Quan Chi like the original Scorpion. It seems his powers are entirely his own, and he is not hell-bent on killing Sub-Zero, at least not yet.

Where is Hanzo Hasashi in Mortal Kombat 1?
Hanzo Hasashi does not directly appear in Mortal Kombat 1's story mode at all, but he does exist in this universe. You can unlock individual character endings by completing Towers as each character, and unlocking Smoke's ending reveals details on the existence of Hanzo. Spoilers ahead for events that happen later in the main story.
After the end of the game, Scorpion and Smoke start a new clan to replace the traitorous Lin Kuei, and call it the Shirai Ryu. They struggle at first to find new members to train, until one night Smoke is attacked. His attacker turns out to be a homeless boy who tried to mug him out of desperation.
Smoke took the boy to Kuai Liang, and they made him their first initiate into the Shirai Ryu. Sure enough, the boy in question is Hanzo Hasashi.
