While most missions in MW2 DMZ have you completing various actions in each raid, this particular mission requires you to simply extract with a loaded sack - but some players are finding this particularly tricky.

How do you extract with a full backpack?
While this might seem like an incredibly simple thing to do, many players are running into a lot of issues with the challenge - more specifically, getting it to register on the mission counter.
It might appear to be a case of just simply filling up your backpack with the nearest loot to your spawn and then hopping on the first extraction helicopter out of there, but there might be a few things that you're missing that will be preventing you from completing the mission.
The biggest issue that many players are encountering is related to the size of the backpack that they are using. While the smallest backpack will likely just be a case of filling every slot, the medium and large backpacks incorporate additional slot types for weapons and more.
With a medium backpack for example, you will need to make sure that you've got two guns equipped on your person, and then find a third gun to stow in your backpack. While seemingly not needed as per the mission requirements, it is also a good idea to try and find additional items like a gas mask and killstreak to fill those slots too if the challenge still isn't activating.
You can pick up these extra bits from looting, or sometimes they are dropped by enemies too, but your best course of action is to get them from MW2 DMZ Buy Stations, as that should help you avoid any unnecessary combat scenarios.
If all else still fails, your best bet is to deactivate and reactivate the challenge, as it might just be stuck for you and hopefully performing a hard reset on the challenge will fix it.
