No, unfortunately, the progress you make in the Modern Warfare 3 beta will not carry over to the game's launch.
This is confirmed on the official Call of Duty beta page which states that "experience will not carry over from the Open Beta."
As a result, there's no point grinding out for attachments or focusing strictly on levelling up. Instead, it's best to enjoy the MW3 beta and use it as a time to get more experienced with the game.

While XP not carrying over to MW3's release will be disappointing for some fans, it does mean everyone will be on a level playing field at launch.
