Best moveset for Salamence
The best moveset to teach Salamence in Pokemon GO is Dragon Tail as a Fast Move and Outrage as a Charged Move.
This is because Salamence is best positioned as a Dragon-type attacker in Raid Battles, so capitalising on this with two powerful Dragon-type attacks that benefit from Same Type Attack Boost is the best thing you can do.
It's generally agreed upon that Salamence isn't worth using in any league or cup across the Pokemon GO Battle League, but if you do want to try it out, go with the moves Dragon Tail, Draco Meteor, and Fire Blast.

Salamence can learn three Fast Moves and four Charged Moves in Pokemon GO:
Fast Moves

Is Salamence good in Pokemon GO?
Salamence is one of the best Dragon-type Raid attackers in Pokemon GO, even managing to keep up with Legendaries like Rayquaza, Dialga, and Reshiram. This is thanks to its massive Attack stat and a solid moveset that lets it take down other Dragon-types with ease.
Even better, Salamence has a Mega-Evolution that boosts its Attack stat even higher, so it's worth evolving a good one and setting it up with the right attacks ready for when Mega Salamence rotates back into Raids and you can start stocking up on its Mega Energy.
