Pokemon Legends Arceus includes many side activities, known as requests, to keep the player occupied, and The Sea's Legend is a particularly important request, as it leads you to the mythical Pokemon Phione and Manaphy. Pokemon Legends Arceus The Sea's Legend: How To Begin
The Sea's Legend request becomes available once you have reached the Coronet Highlands in the main story. After you've reached this point, head to the blackboard in the Professor's room in Galaxy Hall. From here you can begin request number 66, The Sea's Legend.
Professor Laventon won't have too much for you to go on, as the solution to this request is a mystery. It's actually a reference to The Sea's Legend book that can be found in Brilliant Diamon and Shining Pearl. The book can be found in the Canaleve Library in those games, but don't worry, we don't expect you to play a different game for that information.
What the book tells us is the three Pokemon we need for this; Buizel, Mantyke and a "Qwilfish with huge spikes".

Pokemon Legends Arceus The Sea's Legend: Gathering The Right Pokemon
Two of these three Pokemon are easily acquired in Pokemon Legends Arceus. For Buizel, head to the Horseshoe Plains in the Obsidian Fieldlands. Buizel are regularly found near the small lakes in this area.
For Mantyke, you'll find plenty of them in the Cobalt Coastlands. Several of them spawn just a short distance off the coast, head out into the water to find one.

Once you have all three Pokemon, head to the Coastal Camp in Cobalt Coastlands for the next step.

Pokemon Legends Arceus The Sea's Legend: Solving The Mystery
At the Coastal Camp, head to the tent and wait until evening. You need it to be the evening for the next part to activate. Head out into the water, and go through the large stone arch. You'll know you've gotten it right when a "Phioooo" appears on the screen.
After this, head to the north side of the cliff ahead. Along the bottom of the cliff, you will find a cave called Seaside Hollow. Head inside and you will be greeted by three Phione and a Manaphy. Don't be fooled, a battle is about to begin.

Pokemon Legends Arceus the Sea's Legend: Catching Manaphy
Your objective here is to catch Manaphy, anything less won't complete the request. The four Pokemon will move around the cave, and attempt to hit you with attacks. They cannot be caught by throwing Pokeballs at them, you have to battle them. They all have shields so throw your Pokemon at them twice to break the shield then to begin the battle.
Bear in mind, the cave is small. Starting a battle with any of these Pokemon is likely to include the others. Try to initiate battles with them when they separate, and give yourself a chance to take them on one at a time. The Phione aren't too tough but Manaphy is level 50, so come prepared for that.
Catch as much as you can, but be sure to catch Manaphy. When you do, return to Professor Laventon to complete the request.
