In order to unlock green laser gates, you need to progress through the main story up until the beginning of Chapter 4. During a mission with Merrin on Jedha, you’ll unlock the ability to dash in mid-air whilst inside a mysterious wind-blasted chamber.
Following this, Merrin will gift you ‘Merrin’s Charm’, a magical item that allows you to jump and dash through the green laser gates.
So, instead of deactivating the green laser gates around the world or opening them, you simply need to dash through them, and they’ll no longer be obstacles in your way.
