Where to accept the Safety First quest
You'll first want to accept the Safety First mission in Street Fighter 6. This will first be unlocked after finishing the Search for the Bag mission. You'll need to speak to an NPC simply named "Worker." He's located slightly east of Pizzaiolo Serbello and southwest of Beat Square. He has black boots, red trousers, and a green jacket on.
Once you speak to the Worker, you'll realize that his helmet is in the hands of his "borderline-demonic boss" of his. You'll need to retrieve it from Judge, who's located near Luke's Training Center. It's south of Metro City.

How to get the Safety Helmet in Street Fighter 6
When you fast-travel to the Training Center, you'll see Judge standing next to a black motorbike. He's to the right of the entrance, wearing a red jacket and a bright yellow hat. Speak to him and demand he gives the Safety Helmet back. He retorts back, "Just try and take it!" You're now in a fight! If you've levelled up to 10 or above, this should be easy. Watch out for his sliding kicks and other heavy attacks. He's not as tough as Ken or Chun-Li.
Also, try to follow the tasks in the pause menu. For me, I was able to get 800 Miles for knocking him down five times or Ironbar Caramels with eight kicks.
After beating him up, you take the yellow Safety Helmet off his head. He says that workplace harassment never happened. He says he took it away to "teach him a lesson or two." Nevertheless, you now have the Safety Helmet in Street Fighter 6, which improves Punch Strength and Defense. Additionally, it provides the Rock Solid perk, which reduces incoming damage.
