Tower of Fantasy Bootes Constellation: Location
The telescope is directly north of Ruin C-03 which is also a fast-travel point. This area is accessible once you travel to Cetus Island in Navia as part of the questline from chapter two onwards.
Navia will become an explorable area once you have finished the main quests in the Astra Shelter and Banges. The telescope also overlooks a Ravager port off the coast.

There is a Password Chest directly left of the telescope of purple quality and a Supply Pod further along the cliffside.
Tower of Fantasy Bootes Constellation: Puzzle
To solve the puzzle, link the blue stars to the orange ones to form the pattern shown above. Clicking from one star to another will create a line, meaning if you need to start from a different point you'll need to backtrack. If you wish to undo a line, simply click on the 'Reset' button on the right-hand side of the screen.
