To get Shikai in Type Soul you will need to be a Soul Reaper character, which can be achieved early on by finding Kisuke in the Karakura region.
Once you've accomplished this, you'll need to reach Grade 2 and begin meditating. You'll need to meditate a total of three times for twenty minutes, and upon the fourth time, you'll be pitted against your Shikai.
