If it's not already obvious, the secret Power Plant room is located at the Power Plant north-west of Tsuki Castle on Ashika Island. More specifically, the secret room is in the maintenance tunnel that runs underneath the Power Plant.

Inside the maintenance tunnel, you will find four switches. To open the secret Power Plant room on Ashika Island, you must flip all four switches up and restore power to the Power Plant and Ashika Island.
However, this task can get a little tricky, as flipping some switches up will result in other switches flipping downward. You need to figure out what order to flick the switches so that in the end, they are all flipped upwards.
Conveniently enough though, if you enter the maintenance tunnels from the central Power Plant area and flip all four switches one by one as you head down the hallway to the secret room, the doors to the secret room will pop open, solving the puzzle with little effort.
