In essence, yes, you can complete Saga and Alan’s stories in Alan Wake 2 in any order. So, if you wanted to play through the whole of Saga’s chapters first, or all of Alan’s you’re more than able to.
While Saga’s section features a point of no return during the Return 6: Scratch chapter, Alan’s story will stop at the end of Initiation 8: Zane’s Film until you progress through Saga’s story, so you’re never really locked out at any point.
However, you’re going to have a lot more variety if you switch between the two stories throughout.
