The place where you use them in Tears of the Kingdom unfortunately does move around a fair amount, so you might need to travel quite a bit depending on the current time.
Where to use Bubbul Gems in Zelda: Tears of the Kingdom
Bubbul Gems in Zelda: Tears of the Kingdom are used by speaking to Koltin, who can be first found just outside of the Woodland Stable, near a cave.
The specific map coordinates for the first place that you will find Koltin are 1127, 1207, 0021, and they can be easily spotted due to the bizarre balloon shop, so make sure to go over and speak to him to start the process.
After this point, however, they will both move away and not return to the Woodland Stable. They can instead be found rotating between four different spots on the map, which are shown in the table below.

How to get Bubbul Gems in Zelda: Tears of the Kingdom
Bubbul Gems in TotK are obtained by killing Bubbul Frogs, which are large icy white reptiles. These are exclusively found within the game's various caves, so it shouldn't be too difficult to find them if you're taking Link on some spelunking adventures.
They will take quite a lot of damage to take down especially if you're early on in the game, but something like a bomb arrow will do the job quickly. The only other thing you'll have to be careful of is how much the frogs move, as it can be tricky to land your shots. You'll likely be unable to use melee combat, so make sure you're using your most powerful ranged and fused attacks.
So, that's everything you need to know about Bubbul Gems in Zelda: Tears of the Kingdom, giving you the Kilton and Koltin map location alongside some tips about how to get Bubbul Gems in the game.
