Zelda TOTK Ulri Mountain Skyview Tower: Where to find it
The Ulri Mountain Skyview Tower is the most northeastern Skyview Tower and can be found northwest of Tarrey Town. Provided you have made it to Tarrey Town, you should have no problem spotting the tower and making your way to it.
If you have not yet found Tarrey Town, it is a small settlement on a lake in the northeast of the map. It is just a bit north of Zora's Domain, but there is a large mountain between them. Your best bet for finding the area is to head northeast from Lookout Landing and head for the gap between Zora's Domain and Death Mountain.

Zelda TOTK Ulri Mountain Skyview Tower: How to activate it
This one is pretty straightforward. Reaching the tower you will find it open, but without a terminal to interact with. Sawson is standing near the door, looking around the corner. Speak with him to learn that a flying monster has stolen the terminal from the tower.
To get it back, you simply need to shoot the monster down. Once it drops the terminal, use Ultrahand to pick it up and carry it back to the tower. Once done, Sawson will repair it and you can use the tower to fill out your map.
